I think it would be less work if we stayed on the cartoony side of the Uncanny Valley. I think the fluid sims will need to exert forces,
As the characters surf off on the wave of the spilled water tower, however, I don't think we need super realistic hair (especially, if we go more cartoon-y), it would be great to have as much re-usable assets as possible, the idea about the same topology for the characters would save a lot of time in modelling. I guess some of your questions rely on the style that we choose to go with. which is why it would be great to lock all that down early.

There is a feature story here on a short done with NPR
not sure of their exact render process - it only mentions FX done in Houdini but the control is definitely there. Ive used Wren. the line renderer and its very fast though this is an extra step on top of making the shaders.
all in all - i think it may be a little more work - but i for one am for it to get that sweet style ! :)
Generally I see a lot of stuff that just relies on default toon shading and in my opinion doesn't look too fancy -
but i think it can look great with the right treatment - it just might take a bit longer and a few more render passes than simple default settings.
I've attached a concept design for something else that suggests a young female style.
